Fullscreen issues
When I play it on fullscreen, I get WAY better fps and color and lighting, but the screen is stretched and the right and left sides are slightly cut off. When played on borderless window, I can see the whole screen, but my fps drops by about 50% and the game looks grainy and dull. I am not allowed to change my resolution at all in this game, anybody seeing something similar?

I also get better fps in fullscreen. Unfortunately, in fullscreen if i alt tab, the game steals screen focus. It forces me to open the task manager in the background and blindedly hope that pressing 'O' and 'Delete' selects and closes the game.

You sure you have your resolution set correctly?

You sure you have your resolution set correctly?
It won't let me change my resolution in game (the option is always grayed out, and listed wrong, despite what it's actually running at), and changing it at the Windows level just means I get the wrong screen resolution, and the edges are still cut off. I spent last night trying to tune the borderless window mode to look decent, and if I play at low to mid settings WITH dlss, I can get it to run at about 50fps. if I play on fulllscreen, (albeit missing about 15% off each side) I can play at high to ultra settings with NO dlss and 60fps. I'm routing a 4070 laptop into a 60hrtz 720p widescreen TV, which lets me run pretty tough games with surprisingly high settings.

Is that external tv max resolution 1280x720P? Because that is some old hardware if it does not even support full hd 1080P.
Your 4070 laptop should run games fine in 1080P or even in 1440P with RT off no need to use that piss poor resolution of 720P. Time to upgrade your display device if your current device is only capable displaying 720P.

Fullscreen is nearly always going to be better.

Windows key + tab to create a new desktop and run other apps from that one then switch back if needed or use it to close the game with taskmon....

This game does not like to lose focus. I get stuttering as soon as I alt tab much more frequently after.
