Restore Attribute/Potions/altars not working

Like it says above- this process simply is NOT working- I've MADE potions with ZERO success (at 100 alchemy), used potions ive found, used spells ive purchased from temples, AND prayed (in fact the my two 'red' stats (strength and endurance) BOTH turned red AFTER praying at a nine divines altar..of all things)_....I've also seen other multiple comments in other threads attesting to the same. For some reason for some players once their 'stats' are damaged, the damage appears to be persistent and permanent.
