At 100 Mysticism you cast Apprentice > Journeyman > Expert > Journeyman > Apprentice and your magicka is fully recharged (as long as you have at least 5 magicka, skip steps 1 and 2 as needed)

Other people have mentioned that it's a good idea to have 1 or 2 fortify willpower spells that you cast before entering combat. That will multiply your Magicka regeneration. Combine it with a high-tier potion, a large mana pool and an enchanted dagger to finish off low HP targets, and you should be good even on Master difficulty.
A max level Necromancers Amulet will boost your Magicka pool by 158 points and will allow you to shift 2 or 3 enchantments over to fortify willpower instead of Magicka.
Shield spells are relatively cheap, so I wouldn't max out on shield enchantments with an unarmored build.

If you have it 100, then you are already more than many others play magic characters, you actually have it easy.
I swear, mfs will do anything but use the systems the game gives you.
