how to pay off bounty's
i really am seeing skyrim as the better game as at this point you can pay off your bounty with the guards in that game so why not this one

You 100% can pay off bounties with the guards, and you can also do it with thieves guild.

Doyens
Members of the Thieves Guild are assisted by a designated handler called a Doyen. A Doyen is a lieutenant of the Thieves Guild who will:

Allocate quests in the form of "special jobs".
Promote your character after completing quests.
Identify and enable access to fences.
Remove any active bounty amounts for half the accrued price and without your stolen goods being confiscated. For example, you have a current bounty of 100 gold; you can pay this off as 50 gold to a Doyen.

no you can't i do not have a bounty that is less then 10k since i have to keep fighting off the damn guards

Imperial city waterfront, wait until 12 AM (unless guards are pursuing you) and walk between the hovels until you find a clearing, a man with a torch will be standing there, he is wearing leather armor, he will give you a quest to finish to join the thieves guild. This game is rough about crime (they fixed it in Skyrim / later games). You either end up doing jail time or hoping you have enough gold to pay off a 10k murdering fest. Honest advice: Save scumming for certain things is perfectly acceptable due to the fact any guard/NPC sees you and the guard will chase you from Bruma to Anvil.
