Did you do the first few story quests and unlock Oblivion Gates? Really fills out parts of the map with enemies and stuff. Other than that, "it gets better" slightly.
This is my first time playing oblivion, Skyrim for me was and is the best open world ever created. It feel so alive, there was always something happening. This remaster is pretty good, but is very different from Skyrim.
2006, but the point stands. Yall are judging the game on its open world merits after 20 years worth of advancements in the genre. At least stop and think about that before you criticize.
Sorry but the world felt dead even compared to Morrowind.
