IMO..Willpower over intel. but if your going full mage , then intelligence for large spells.
You'll also want to increase willpower, but it's not as important until you get intelligence pretty high.
More Intellect means your able to use stronger spells. Besides you will have potions from alchemy.

Didn't read the part that you are only using Restoration and Destruction. In that case, level up Willpower. i believe you use restoration when health is low. And you use Destruction for Weakness Damage decrease I assume.
Intelligence will get you a larger Magicka pool so you can cast stronger spells. Yes, increased spell proficiency will lower Magicka costs, but if your Magicka pool isn't good, you're not casting anything worthwhile outside the most basic spells. And since you are far enough to have maxed STR & END, I think you're facing tougher NPCs now. Basic spells aren't going to do much against what you're facing at this point.
Willpower will improve your Magicka Regeneration though, so it's pretty important still.

And strength alone is not enough for combat , you need to level up the weapon skill too , like blade pr blunt, as that would be your main damage
Before it was based on max Magicka (including Intelligence) + Willpower, so increasing Intelligence & max magicka was usually the best bang for your buck.
But in Remastered the ONLY way to permanently increase passive Magicka regen is through Willpower.
And its benefits are somewhat exponential, meaning that the more points you put into it the more benefit you get.
So any bonuses to maximum Magicka or maximum Intel from race, gear, spells, potions will not help you regenerate Magicka in Remastered.
Hence Willpower gained a TON in value.
One big advantage of Alchemy based magicka regen is that it continues even while you are casting, and you can stack up to 10 potion buffs with Master alchemy skill.
Willpower based Magicka regen stops for a few moments every time you cast a spell.
Depends on your build. You need more magicka pool or more magicka regeneration?
Intellect however gives you more magicka to cast better spells, if your going to focus on your destruction,i would say you need good Intellect.
ive titled my class a Deathknight, Mage, The Lady, Alteration,Destruction,Restoration (Used to leech things.)Heavy Armor, Block,Armorer and Blade
im more aiming for Willpower first so i can recharge my touch spells (leeching, electric shocks, ect quicker), Agility, as i use short swords, Endurance, and Intellect last.
ive got enough STR for now to carry stuff.
also, are you a Breton, High Elf or Dark Elf? those are generally caster races. and each has either bonus magicka, resist passives, or buffed skills in destruction or restoration.
