You can use FSR in the Upscaling settings and turn on Frame Generation without needing a 4000 series graphics card or hardware acceleration that I'm aware of. I'm also pretty sure the FSR3 upscaler that's implemented gives you more FPS than Nvidia's.
well i use a 4000 one so i wanne use this feature. and it works okish but i have to enable hardware accelaration for it to work which gives me more bugs then it solves...

This is what good ole Gemini AI says:

To enable Hardware Acceleration on your PC for Oblivion Remastered to potentially utilize Nvidia's Frame Generation, you need to adjust a Windows setting. Here's how:

Steps to Enable Hardware-Accelerated GPU Scheduling in Windows 10 or Windows 11:

Open Settings: Press the Windows key + I on your keyboard to open the Settings app.

Navigate to Display Settings:
In Windows 10, click on System, then select Display on the left-hand menu.
In Windows 11, click on System on the left-hand menu, then select Display.

Access Graphics Settings:
In Windows 10, scroll down on the right-hand side and click on Graphics settings.
In Windows 11, scroll down and click on Graphics.

Turn On Hardware-Accelerated GPU Scheduling:
In the Graphics settings menu, look for the option called Hardware-accelerated GPU scheduling.
Toggle the switch to the On position.

Restart Your PC: You must restart your computer for these changes to take effect.

It also says...

Unfortunately, Windows does not offer a built-in feature to enable or disable Hardware-Accelerated GPU Scheduling (HAGS) on a per-application basis. When you toggle the HAGS setting in Windows, it applies globally to the entire system.
