strength and endurance down but no active effects

ive noticed ive got a red downward arrow next to strength and endurance
checked if i have any negative active effects and there are none - not wearing anything str or end related

tried cure disease just incase and it didnt make a difference.

any idea whats causing it?

You've most likely been hit by a damage attribute effect, go to a chapel and pray at the main altar to remove the debuffs

Not sure which creature damages Strength or Endurance but I know that Will-O-Wisps can damage Intelligence and Wisdom -- as has been stated, you have to go to a shrine or alter and pray to have the gods remove the debuffs. I do agree that it would be beneficial to have them listed in the active magical affects so that you would know what / how they were acquired.

Some attacks from enemies like Spider-Daedra, ghosts, whisps or attacks from an enchanted weapon can damage one of your stats and even if you wait, it won't go away from alone.
You can use potions to restore the stats or, like mentioned above, pray at an altar.
