It depends on which ingredients you combine, and that depends on how high your Alchemy skill is.
I have made both in hundreds so its definitely possible, you just need the right ingredients.
Oblivion wikis show ingredient effects and what ingredients (herbs/mushrooms/meats) you need, i dont know myself.
I am at 80 alchemy, still only half novice/apprentice alchemy set, my magika potions heal for 8 points over 35s. So 280 mana in total and it only weight 0.1. (given that max mana for a breton with atronach and no magika renforcment is 400, this is a lot already)
There is still margin for progression. with level 100 skill and best tools. Also, I bet you can create enchanted set with alchemy renforcment to get even better potions.
Steel blue entoloma cap and stinkhorn cap both give restore mana. That material easy to find. As for restore and fortify mana you will need shivering isle, not really needed but blister pod cap from shivering isle is really a superb ingredient.
