I got out of the sewers and after 40h i am lv 28.
Level 30 is the point you should begin your quests and enter dungeons because unique item scaling is over at lv 30+
Skill Leveling XP Curvature Increased with the optional slower linear magical skills. This mod will slow how fast skills level the higher they are plus fix how absurdly fast magicka skills level.

You could also slow down skill level even further if you want with a misc file in the Ascension mod. This slows down major/minor skills separately at whatever rate you want.

Level-Up Pacing Overhaul. This mod lowers the max level you can reach so you stay at lower lower levels for longer. Max level is like 43 unmodded which is not really necessary since no new monsters show up after like mid 20s and leveled loot doesn't go past 30.

Like I said, I'm level 11. Haven't done much. You literally come across so many caves, caverns, abandoned forts, etc. that the levels come easy. For crying out loud, just doing simple things like blocking will get you to level.
It's not hard to level past 10 not having done many quests, and not doing heavy "grinding".
I spend most of my time taking sights in. Game just came out. Haven't done much.
I don't know if it matters, but I'm on adept.
They need to fix the scaling. Daedric should be ultra rare similar like dragon armor in Skyrim or daedric in Morrowind. Deadric should only appear after level 35 together with highest level dremora xivilai. At level 25 should only be the start of enemy wearing ebony to appear. Level 15 should be full dwarven while anything below that is steel and iron.
I don't get it, are you not enchanting and using alchemy? I'm running a pure mage at level 15 and when I start combat I have 80 Str 80 Agility 90 Speed and i deal 45 damage a strike with 6 a sec and over 240 damage on hidden. How are you level 25 and not have all the holes filled? What's stopping you from being able to do the content at 25? I'v played a lot of Oblivion and it's never been my experience that this game is hard, but it does punish you for not responding to the damage it's throwing at you. There's a big difference between taking 43 damage and 3 damage, especially with Daedra, but the answer is always stacking enchancements and alchemy for a) control and b) damage mitigation.
In remaster you can technically pool your level and progress without leveling up. This kinda solve the leveling issue but most people dont even do it and they just level as and when. This game progression is pretty much end when you hit 25. It is totally stupid because with normal progression it is probably around mid game where everyone hit level 25 but all of your enemy is end game and the variation stop. From then on all you see is all top level enemy. Thats why the progression is completely broken in Oblivion. It is by far the worst in the series.

The issue is you op you seldom outside of the dark brotherhood quest need to sleep.. So what i do is level all my skills at say lvl 1-5 and then let myself level up.. slowly.
It really depends on race, what skills you pick and what you're using. Major skills will level you up faster - I made a mage and just ran around blasting everything with destruction spells and I was 100 destruction by like level 10 easy. After that I had to purposely use the other spell schools to even level up further because you don't get any skills ups past 100
Thanks for that. I've basically only done the Thieves guild and am halfway DB and hit level 15. Glass gear dropping and have barely used Dwarven. Feels off.
