New Engine Tweaks mod fixed my GPU crash dump
I guess the original mod was not in read-only mode and would be overwritten losing the benefits, but since redownloading and using it in read-only mode I have not had a single crash in ~20 hours. I was also able to re-enable all in-game visual options. I have not tried re-enabling my adrenalin settings, but the game is running on high with consistent 110+ FPS on my 6700xt.

Optimized Tweaks OBLR[www.nexusmods.com] does a better job from my experience.

Neither of them fix anything.. The fix lies with Bethesda and then clearly refuse to fix anything (or the half ass studio they hired for it).

No it actually did fix the hitching in the open world when it would load new cells. Been smooth as silk since I installed it. The guy that makes the Ultimate Engine Tweaks mods is legit and knows his stuff.

Been using that too. Performance gain is insane. I can play with everything on Max.
For me none of them seem to fix anything, i am still getting the small micro stutters that are not really game breaking but they are noticeable since you can tell your frame is not consistent, it is especially noticeable when running with your horse.
At the moment i have 12gb vram and 16gb RAM, i wonder if upgrading to 32 RAM mem would solve the micro stutter issue.
