It really sucks they didn't at least fix quest braeking bugs..
Other solutions in the past were to kill the imps on the wall because his code might be prioritizing them, and knocking him unconscious. You had a handful of seconds to talk to him as he got back up before he would endlessly pace around and become useless. If he's started pacing for you, then you might be screwed.
You could also use the console's tdetect and stopcombat commands to make him focus on the gate.
