Lady of Paranoia bug

Herdir refuses to follow me past the palace grounds. I've tried twice now, and he'll follow up to the door to Crucible, then he disappears. The option to ask about the conspiracy and torture information out of people does not appear without him following, so Ma'zaddha won't even deny involvement.

The command getstage still works, so I can see that I am indeed on stage 50, but there is no way to progress.

Has anyone else completed this quest successfully?

i have herdir but ma'zaddha doesn't admit to any issues and his part of the quest seems broken as well as when i follow him at 8pm-2am he doesn't go to nelrene so i can't complete this quest either

I fixed it by teleporting Herdir to me: "0001359E".moveto player
