Your PC is below minimum requirements in either Windows OS build, GPU or GPU driver.

If you are not sure which one of these is not supported, post the following info:
Go to Steam client > Help > System Information

Copy and paste here the following info:

In Windows > Start Menu > Settings > System > About > Windows specifications

What kind of GPU you use ? GTX 1000 Cards do not support the Latest Direct X 12_2

Upgrade your GPU and the PC itself if needed, or refund the game, sems like you want to play the game on a GPU that is basicly a decade too old.

Why it is not working anymore in the latest games to run it in DX11 mode ? because the games are not build with DX11 in mind anymore and a decade old Direct X is not needed anymore.
