Your skill in a school of magic reduces the cost of the spells from that school up to 100 skill, so at the end of the road they'll get more affordable
You'll also find/make armor/spells with fortify magicka effect

Fortify Magicka, Intelligence, you name it. The magicka cost also decreases as you level up the skill.
Bretons give you 50 extra Magicka from the start (and 50 Spell Reistance and an actual useful Greater Power, especially when you end up gearless)

High Elves give you 100 extra Magicka (but on top some disadvantages)

Then there are Birthsigns:
Mage: 50 Magicka
Apprenticeship: 100 Magicka (but 100% Magicka Weakness)
Atronach: 150 Magicka (plus Magicka Absorption but no Magicka Recovery)

Then You gain up to 200 Magicka from Intelligence.

This alone can give you up to: 450 Magicka (100 Int High Elf with Atronach)

But you can increase it further by Enchanting or for example increasing Intelligence beyond 100.

Here are more information about the other means: https://en.uesp.net/wiki/Oblivion:Magicka

Btw. most spells in this game are just to costly to be worth to be used, especially damageing spells.

The solution: you can create very potent spells yourself.

For example create a Spell with this:
1. Fire Damage
2. Frost Damage
3. Shock Damage
4. Absorb Health (keep very low)
5. Damage Health
6. Weakness to Magic

Now increase those damage portions a little bit, the first 3 scale equally, 4. and 5. have a higher scaling but keep them so that they add more damage then they cost. The cost increase is not linear (it gets more costly the stronger the spell).

Now make Weakness to Magic about 100% if not more. Its interestingly quite cheap.

Add a little area (to all the effects!) so you can aim at the feets and hit (at least 5m). Add a little timespan (like 4s) to the Weaknes to Magic component. Maybe add 1 sec for any other damage component (if thats more cost effective).

Make it cost about 40-70 Magicka in total.

The secret: by distributing the damage to multiple damage sources you get the spell cheaper. On top of that the Weakness to Magic increases the Damage Output drastically for almost no cost. And the best is that Weakness to Magic also increases the Weakness that is applied next time causing an exponential growth in Damage Output.

And if you roughly know what exponential growth means you already understand how deadly this spell is 😁.

Edit: Yeah I forgot, as someone else mentioned: the spells get cheaper the higher the school of the spell is (especially at the breaking points). For my spell I think you have to max Destruction and Restoration.

You make a fireball

Fire Damage
Add area

Then you add say
Fire Weakness
overtime

Then you add
Magic Resistance Weakness
over time

Now you have a Fireball that can kill a fire elemental.
First hit wont damage, BUT it destroys his immunity and hits him with an overall stacking debuff to magic.
