Difficulty scaling is a joke !
I'm up for a challenge but this is ridiculous.

Here's a little test..
A level 10 thief Khajit, with 132 health..
One "itty bitty arrow" hitting his light armor..

On Novice it tickled me for 5.4% HP loss

On Apprentice it poked me for 7% HP loss

On Adept it Thumped me 24% HP loss

On Expert it felt like it SMACKED MY CHARACTER IN THE FACE WITH A SLEDGE HAMMER AND URINATED ON MY SPLUTTERING CORPSE WITH 84% HP LOSS

On Master the arrow VAPORISED MY CHARACTER.. FLEW THROUGH THE MAP TURNED CYRODIIL INTO BARREN WASTELAND.. CORRUPTED MY GAME FILES BEFORE FLYING OUT MY MONITOR AND PUNCTURING A LUNG ! :(

You think this is bad? Master difficulty was even harder in the original, it was downright unplayable without cheese, you could break a weapon just by hitting one low-level thug.
My advice - do the enchanting cheese. Or alchemy cheese, yes, use poisons, they are great, because their damage doesn't depend on difficulty.

At level 10 you supposed to play ADEPT not go up to other difficulty.
You supposed to raise to expert and above only when you actually have good gear. At level 10 you dont.

Yup level 47 character with all stats max out and my arrows are spit balls in master apparently >.>

The OG Oblivion used a scale bar to set the difficulty whereas the current system that was given to us is a flubbed version of the Skyrim system. Whoever was in charge of the balancing probably just threw in some numbers that sounded good and never tested them.

We'll probably have to wait for mods to fix it if there isn't already one.

Just like it was in the original.
There is a mod for better scaling.

And deadric or enchanted arrows hurt a lot on every difficulty; two archers at the same time with high level bows are basically the only time I have to chain-heal.

The original Oblivion had even more broken difficulty that I'm 100% sure was never playtested.

Ha yep im there now on normal, and all enemy are in deadric or Ebony :)

u need difficulty mod to fix
Difficulty isn't set up right in the Remaster. This is what is currently is

Novice x0.167 taken, x6.0 dealt
Apprentice x0.286 taken, x3.5 dealt
Adept x1.0 taken, x1.0 dealt
Expert x3.5 taken, x0.286 dealt
Master x6.0 taken, x0.167 dealt

It's completely broken. Either treat Expert as max difficulty if you want a serious challenge or download a mod to fix it like this one

It's not broken, it's just as stupid as it used to be. Broken implies that it doesn't work, but it works fine at setting the scaling that is configured.

And just like you mention mods can fix it, just like they used to with the original version.

Beware that slider affects AI.. so at master the AI itself is much much combat oriented which is great. On adept they are dumb as a rock.
