My advice - do the enchanting cheese. Or alchemy cheese, yes, use poisons, they are great, because their damage doesn't depend on difficulty.
You supposed to raise to expert and above only when you actually have good gear. At level 10 you dont.
We'll probably have to wait for mods to fix it if there isn't already one.
Just like it was in the original.
There is a mod for better scaling.
And deadric or enchanted arrows hurt a lot on every difficulty; two archers at the same time with high level bows are basically the only time I have to chain-heal.

It's completely broken. Either treat Expert as max difficulty if you want a serious challenge or download a mod to fix it like this one

It's not broken, it's just as stupid as it used to be. Broken implies that it doesn't work, but it works fine at setting the scaling that is configured.
And just like you mention mods can fix it, just like they used to with the original version.
