unknown bounty

does anyone else have guards approaching them for no reason? at first i thought it was because i accidentally killed a guard in the battle for Kvatch, but i redid the whole thing to make sure i didn't kill anyone. i also don't have any items from dead guards or the count, so i really don't know why they're approaching me.

I had a bounty for over 500 gold and I had no idea why. Every time I go to the imperial city I stop at the thieves guild and make sure I don't have any fines before I go to town lol.
