Fantastic new Performance Mod for Minimum/Mid-range PCs
I could only get a stable 60 FPS in game by using mods that disabled lumen, but then I found this:

Optimized Tweaks OBLR - Reduced Stutter Improved Performance Lower Latency Better Frametimes

It's a simple pak file that goes in your ~mods folder and that's it. (If you have a modded Engine.ini, delete it/rename it. This mod is incompatible with engine.ini mods)

Suddenly, I'm able to get 60 FPS with HARDWARE LUMEN ON, with stuttering almost completely banished and no loss in visual quality that I can see (YMMV). The Modder, VynnGfx, simply adjusted UE5 settings away from the game's defaults, aiming for mid-range PCs.

This is pure gold right here. Way better than the current most popular, Ultimate Engine Tweaks. (Again, YMMV). Definitely worth a try, though.

One caveat, apparently AMD cards don't see much FPS improvement although it still smoothes out the stuttering? Check the Comments on the Nexus page.

already install for me, still some stutters but the game run better for sure.
I have AMD material : rtx 9070 xt, ryzen 7 5800x.
Hope an update to completely fix the game.

Most of the stutters are the engine loading distant assets, this has more to do with CPU and your storage speed than the graphics card. I noticed on my machine with a 9100 Pro gen 5 drive these stutters have been greatly alleviated. Also, the game tends to go into cycles of shader compilation for some reason completely randomly which creates havoc.

i will say mid to be honest and i consider mine mid too (the processor need a update).
Try the mod if you don t already do it.

Yeah, there's a cool video linked on another thread that explains it as a legacy from the old engine - it needs Bethesda to fix it, so mods aren't a complete solution by themselves. But this one is hella impressive all the same.

WOW. :O

That's superb! I only got about 10-15 FPS extra (but then I'm pretty much bang-on minimum specs)

So it looks like if devs had bothered their arses to adjust the UE5 defaults, a LOT of the complaints here could have been avoided. shakes fist at Bethesda/Virtuos

This mod is better than the Ultimate Engine Tweaker, it deserves to be more prominent!

It really is and it really does! That's why I've posted it here, and made sure to Endorse on Nexus.
Was also using the Ultimate Engine tweak.
Just tried this and it is AMAZING !
I cap my FPS to 60 anyway as i cannot tell difference at my age and prefer smoother game play.
I am still testing, but so far this mod makes everything a lot, lot smoother, even with everything set to ultra.

for me this mod didn't help at all with performance, but the stuttering is definitely less. now its basically non-existent anymore.

performance-wise its identical to before though, still maxing my 4070 and dropping below 60fps at times like when day turns to night in the forest. the gpu load suddenly goes p by 30-40% in those hours between day and night and instead of running around 70-75fps nearly maxed out (with software lumen on high, sadly hardware lumen is impossible) it drops to 50fps -.-

at least this mod seems to help against the streaming stutters and yeah, its definitely better than those other mods

I'm so happy this is working for people! It really was too good to keep to myself!

If you can, please endorse the mod on Nexus. This could lift a lot of players out of their current struggles with running the game.
Will this help with stutters on a high end PC?

Ach, sorry to hear you didn't get the big boost others are seeing. I wonder if it's because of your newer card, this being aimed at older rigs...? But good to know you can still see some improvement.
