Ive had the same bug. All you gotta do is quit to main menu and the load your save. DO NOT PRESS CONTINUE. You have to manually load your save by going to load and load the save you want. This fixed it for me

Any time I put on anything with the effect and take it off after a moment this seems to happen. Sometimes it also acts up, and instead of the "refraction" effect where you look like glass, it will be a 50% transparent with colors and stuff.
Hell - one time, I was swimming around in a cave in first-person, left, entered third person and only my arms and head where visible - but the rest was still the glass effect (so it was like those body parts shaded in on accident).
My guess is it's related to them being magical effects the game is trying to time out or reset constantly when there isn't anything to do. Similar happens for example when you complete the Shivering Isles, you can re-acquire the Flame of Arden Suul from the Seccelum for that "on fire/green fire" effect, but after a while it stops showing the flames right and just becomes a bad looking shimmer overlay.
I paired them for a bit even and it was... bad... haha, gotta love these old bugs.
Edit : also - for me it was just save/reload to fix.
Unfortunately they seem to have ♥♥♥♥♥♥ up many effect shaders.
Sometimes going into water, won't remove the bubbles around your char, even if you are out of the water.
Getting hit by any damaging effect (fire, frost, shock, general magicka) can make the effect lasts forever, until another one overwrites it or you reload the save.
Not game breaking, but definitely worth a fix!
