If you fast travel during the day you die. ANY sunlight does health damage, and the more advanced it it the faster it kills you. Feeding daily is a necessity and is hard to do at times. Vampires in Oblivion are not like the Werewolves in Skyrim. They have more power during the night but are somewhat limited in scope.

For real, it is NOT for n00bs. You'll regret ever playing Oblivion if you do your first run as a vampire. It's more work than it is fun.
From personal experience, It's never been a problem since I almost always feed in towns near a shop anyways.
As someone who always goes vamp in Oblivion, yeah. It's a very rewarding playstyle with a combination of patience and game knowledge, but you can annhiliate your save if you're not playing right
