They all do it, but I like your idea of them being racially motivated about it. It would definitely fit the setting with some of the comments npcs make.

That's hilarious. But yeah, it is traditional in Bethesda games that store owners will watch you like a hawk. They do the same thing in Skyrim, just not as obvious as in Oblivion. In this game, I've had people race to stay right up beside me when I wandered around their store interior to look at their wares. I'm honestly surprised they don't comment on me rifling through their boxes/sacks/barrels looking for potential items to take after hours.

In the Aleswell Inn it’s really creepy because there’s no door on your room. So the dude just stands in the doorway watching me sleep lol.

As an Argonian the follow me too. They keep asking me if ive found everything but I suspect they have ulterior motives :/
