if he's not near the player when you enter the room he's in and out of range he forgets to put his wig on.

He's bald for me no matter how near or far I am, no matter how much time has past, etc. and the only reason I realized he isn't supposed to be is that the UESP page shows him with hair in their remastered image.

I have had him be bald before a few times, as well as other characters. Haskil once when I went through the strange door. I have also had a few NPC only in their skives.
