Anecdotal......maybe crashes have something to do with power supply
I know this is anecdotal, and just my experience, but I was having trouble with the game on my 4070, then swapped it out for my 7900 super, and while stutters mostly went away, I was still getting a lot of crashes.
Like...a lot. Saving, crash. Fast travel, crash. Standing idle for a bit, crash.
So, I decided, maybe, just maybe....what if it's the power supply. I didn't think so, because it's a 750w, but I read somewhere that 750w is like a minimum. So, I picked a 1000w today, installed it, and tried playing a bit. Fast travel, saves, etc, even doing it rapidly. Then, left the game running for about an hour to spend time with the wife.
Lo and behold, game was still running. So I'm wondering, can it be the power supply that is lacking in people's PCs that's causing crashes?

The crashes is due to UE's ♥♥♥♥♥♥ engine.
What's a 7900 super?

I don't know the specs of your system, but that might be what's causing it for you. But I think that's more of an outlier than a cause for every crash with this game.

I have 700W with RTX 3060 and R7 5800X. Not much of stuttering. But I do agree it's mainly how the UE engine or Gamebryo or even both. Despite this, it is running the game much better than expected.

I have also looked up the PSU requirements for the 4070. The quick summary is telling me 850W PSU. Which it is very weird, while the 5070 only require 650W PSU minimum.

CPU - Ryzen 7 5800x
GPU - Tried both Nvidia 4070 and Radeon 7900 xt.
Ram - 32g
Game installed on SSD drive

Was using a 750w power supply, getting crashes on both GPUs. Bumped it up to 1000w ps, now I get no crashes.

Maybe, that's why I said anecdotal. But for me, bumping up to a 1000w power supply has resolved any crashing issue I had.
And here's the thing, other games played fine, except for CoD, which isn't on the UE engine. CoD was crashing all the time as well, so I ended up playing on console. But under the 1000w ps, now CoD doesn't crash at all.

So maybe, I'm thinking, some of these games are crashing because not enough juice is being pumped out by lesser power supplies. I know no one wants to say that's what it is, but I'm sure most gamers aren't running their systems on power supplies higher than 750w, and I'm sure many have even less.
