yeah bug. a fix to it seems to be make a save in 3rd person then restart the game. and manually load the save (not sure if clicking continue works)

afterwards the camera height in first person should be back to normal

Had something similar happen when my horse was killed while I was riding it. Save and reload fixed it for me.
