Stealth And AI
I hadn't played the original Oblivion, so I'm not aware of any differences to the remake, or even if I'm just facing a problem that is unique to me.

Trying to play a stealthy mage, I use illusion/conjuration and usually conjure a dagger to sneak attack.
Something I'm finding particularly annoying, is if I don't kill something with a sneak attack in one hit, then of course I become detected.
That isn't an issue, the issue comes in the fact that I never stop being detected even if I go invisible and run miles away (which I only did once as a test to see), and also if I stop being invisible the enemy seems to know exactly where I am at all times.

Have enemies always been mentally challenged potatoes while not detected and omniscient gods once you're discovered in oblivion?

It depends where you're at. If you're in a dungeon/enclosed area, the odds of you getting far enough away for them to reset is unlikely. If you're out on the map, yeah, it's doable to get them to reset but usually takes 60s or so.

Edit: It's not like Skyrim where if they can't see you for 6s... they pretend like you never existed.

I mean, it kinda is like skyrim, worse even. Like I said I use invisibility, and literally the instant I go invisible they act like I'm not there anymore, but I'm still detected so I can't get sneak attacks anymore.

I'm fine with an AI that isn't brain dead and doesn't say "must've been the wind," after 6 seconds of not seeing you like skyrim, but being omniscient while acting like I'm not there is definitely quite a bit worse in my opinion.

So this is not how it worked in the original Oblivion?
If it is broken in that it is a behaviour from the original game, I don't imagine it gets patched, considering they have a bug for the fish quest from the original they decidedly kept in the remake.

They stop chasing you but they are still engaged in the fight. They say things like "where did he go", if you use invisibility. If you're saying they reset completely as in put their weapons away and you are still detected then I'd ask if you're wearing heavy armor? If not, what are your boots? Are you wearing boots? What is your sneak skill? If no boots and a high sneak skill then I'd wager you have a bug as that's not my experience, at all.

No armour, using robes and shoes, sneak I believe is 60ish.

Your sneak level determines whether enemies can hear you. Even being invisible will not help unless you are at Expert level. Of course they can also smell your fear, or maybe what you had for lunch.

I guess I'm not really sure what you want them to do then. They still know you're around so it makes sense that a sneak attack isn't going to work.

Well the main problem I have is the reason it seems I'm not getting a sneak attack, is because the AI knows when I am swinging my weapon while invisible, they turn around as I am mid swing.
It's not like the sneak attack is impossible, I get it occasionally while detected, when the AI doesn't do a pirouette to face me while I'm behind them while they walk in a particular direction.

I am doing stealth archer in Oblivion like I do Skyrim and I used the name "The Wind"

"Oh, my buddy died, must have been The Wind."
i haven't played as a stealth character in the remastered yet, but command humanoid/creature should open them up to more sneak attacks, at least it did in the original.

its not exactly the stealth solution you are seeking, but it should solve the only 1 sneak attack issue. while not exactly for the 'stealthy mage' but would be an easy inclusion for a 'manipulating stealthy mage' since the command spells also fall under illusion.

That's pretty good actually, I do also use rage so if there's a group they kill each other and I pick them off, so command fits in well enough.

Have they not even made any comments about patches? They just dropped a hotfix that made the game worse and then ghosted? lmao
Original Oblivion was ultra strict.
In Skyrim, once detected they give you a few seconds of "Caution" mode so you can go back into hiding.
In Oblivion, either "Caution" mode doesn't exist or it lasts so short that the moment they see you, they chase you. They don't give you a chance to re-hide.
I was chased out of the dungeon and he followed me out. Ended up getting help from a local.
