Beat the area a champion or just break into some NPCs house at night and worst you might get is 40 gold fine.

I find the waterfront has good targets, I can't guarantee you won't kill someone important but in general outlaws and beggars that gather there won't be missed by many.
It's a very long path to doing it, but if you do the Arena questline and find the Grey Prince's backstory, he'll just stand there and let you kill him in the last fight - which does count as a murder, but without the fine.
Umbra. shes in a ruins called Vindasel. southwest of the imperial city near the shore. theres a couple rats and a floor trap, and shes wearing full ebony armor. stand on top of a pillar and she cant touch you since she is only melee. then sleep in her bed thats conveniently right there, and Lucien will show up. BUT, after you talk to him LEAVE THE DUNGEON IMMEDIATLY! his walking path will make him walk into the floor trap and kill him instantly. its kinda funny at first if you wanna quicksave just to watch it.

Wilhelm the Worm located in Anvil, low level and easy to kill in one hit. He is usually around the dock area, or sleeps in the Harborside Warehouse. Or you can just kill whatever beggar doesn't have a guard near them.

This must be bugged for me. Had this fight 2 times with 2 different characters and it didnt worked.
Worked in the og with 0 problams. first time I was thinking: ok maybe they have patched it? maybe this was a bug in og oblivion?
But now Im reading this "tip" every day.
quest based dialogue initiated kills no longer count as murder

you have to murder them outside of the option within dialogues and quests which means either failing said quests or doing so to people that you were ordered to kill through the quest but you have to skip any dialoque that initiates combat.

basically, you have to actually assault and murder someone, not initiate combat through dialogue in any of the quests.

the grey prince does not work because of this.

nor does glarthir after reporting him to the surlile brothers.

i did it with the two sides of the same coin quest and murdered arnora after her ex told me to do so without even speaking to her after he told me to, just went into her house and slayed her.

if i talked to her and picked jorundrs way, then she would initiate combat and it would just be seen as a duel, not a murder.

Alval Uvani is the best pick for reasons...
He is usually found in Bravil on Morndas & Tirdas
Skingrad on Middas & Turdas
Bruma on Fredas & Loredas
Leyawiin on Sundas

I find him easiest to find in Skingrad and he'll leave as soon as the day changes to Fredas (so at midnight) As he travels, it gives a lot of opportunities to kill him with no bounty.

If you want something completely unrelated then do Mephala's Quest.
