because it's based on skill levels, you will do less damage because enemies scale with you

it's the major part of the original game that most people hated. We, instead, learned to live with it. It's due to enemy scaling which's an inherently bad design for any game that has strong core design based upon RPGs...

It can be modded, but there's also the annoying "efficient leveling" where you focus on getting dmg & defense first, and only after you start dumping into utility.

For magic specifically, the damage you do with spells is fixed, you need to get new spells, increasing you magic skills only makes spells cheaper, like in skyrim, though skyrim had perks to make them stronger, oblivion does not.

Only certain enemies scale to your level hp and damages wise, otherwise new enemies with bigger pools in spawn but their hp and damage is always a fixed amount.

Then whats the point of leveling up. Then its better just to stay Level 1 the entire game.
gotta keep getting better gear, no different than Skyrim or Fallout...try fighting a Elder Dragon in Skyrim wearing iron armor or fighting a super mutant behemoth using a pipe gun

as I said, "efficient leveling" - tell me what you are using and which class you picked, and I'll tell you how to dump your attributes so shenanigans don't happen again - with luck I can even point out so you can get some juicy early game items - I know this game with the back of my hand - the only effort I'll have to make is looking up the UESP so I remember & link you the exact crap you gotta do.

Only certain enemies endlessly scale, 'boss monsters' everything else, bears, imps, wolves, rats, land dreugh all have fixed stats that never increase.

Minotaur lords will have an hp stats of 22 x player level with a min of 396 i believe. A wolf will always have 20 hp, a timber wolf will always have 60, wolves spawn at level 1, timbers generally start at level 6.

Cool story, it changes nothing of what I said.

For magic you really need to get into the magesguild and get access to custom spells without leveling up too much before you can access them so stuff doesn't out scale you.

I made the mistake of grinding out some of my skills which has me at lvl 21 now (Light and heavy armour, armourer all nearly maxed out, everything else leveling normally) and my spells tickle enemies (around 50 on summoning, destruction and restoration) but nearly got access to custom spells and enchanting which should turn things around, luckily I'm going with a hybrid build so my melee is coming in clutch and as a breton with the lord birth sign I am tanky as all heck! Just wish I'd gone squidhier with more mana (I plated pure melee 20 years ago).

Base spells are atrocious.
It's time you start to use spellcraft, that is where the real magic damage comes from

Just get there before you get too many levels and if you are at the start and want to go mage, really think about those bonus magika passive, I'm kind of regretting not getting more from race and sign.

I won't tell you not to stay at level 1, but it's not necessary or 'better'. People have been playing for years and had trouble with the level/enemy scaling system, some people haven't I am one of those that haven't had trouble with it. Also its a very similar system they used in skyrim, although they didn't generally totally remove certain enemies from the spawn pool like oblivion does. 100% if they didn't remove lower level mobs at high levels then probably nobody would complain as they'd hardly notice the scaling, it's too in your face in oblvion.

well I think the OP gave up, I offered help, now I'm retracting it
From levels 1-4 enemy scaling is negligable.
