There is gear/etc with that spell
I spent hours roaming around the lake and revisiting the lake and got 4 scales. I then proceed to say yeah this sucks and ignored the quest because it seemed like one of those quests where they want 12 items but only give you 3-4 spawns at a time.
Later I read about the quest location going to where there is fish currently, which works until you run out of fish or have one stuck somewhere you cannot see it.
Using detect life while going to those locations turned up quite a few. I went form having 4 to having 11 in like ten minutes.
Also keep in ONLY the Lake Remoran ones count, they are specifically labeled Remoran. Scales form other fish do not count.
Edgar discount spell sells the novice version. You can also get lucky and find a spell tome or an item that has it on it. I know the Khajitt in the Dark Brotherhood sells an necklace with it for 900 gold.
