I don't know where the official bug report is, so I am putting my report here.

I am only level 6 and just left the Imperial City. I was on my way to give the Amulet to Brother J when I noticed an Oblivion Gate. So I went into it. I was able to explore that area, however, when I tried returning (going back through the gate) I found myself stuck in a hill. There was an enemy that I could see but could not attack and they were attacking me without being able to hit me. Due to the enemy being there, I also was not able to fast travel to attempt to get myself free from the hill. At this point, this game is now unplayable. Please fix this by allowing me to spawn on top of the hill instead of inside it.
