Aside of the shrine quest for Hermaeus Mora, this is one of the most bugged quests in Oblivion. :(
Just have a look:

I saw this already, for anyone to try out, this is written:

It is possible that at the end of this quest you can wait more than 24 hours but the Count will still only say "Please, go" when you talk to him. To fix the problem, you need to make Hal-Liurz bring the Count to you (even if you're already standing next to the Count, Hal-Liurz has to act as intermediary for the quest to be updated). Sometimes just talking to Hal-Liurz is sufficient. Otherwise, you can use a Command Humanoid spell to force her to follow you to wherever the Count is standing, at which point talking to Hal-Liurz should work to complete the quest. Sometimes it is possible that neither one will realize that 24 hours has passed. This generally happens when both are in the same room. Just force the two to part (Command Humanoid or just attacking and causing one to follow you) fixes this. Alternatively, you can demoralize either Hal-Liurz or the Count in order to make them leave the area. [verification needed — Seems very plausible, but needs in-game confirmation.]

For me, they follow their daily activities, some times the count randomly teleports wherever I am on whole Oblivion and tells me to "go away". The count and Hal-Liurz have already came next to each other and NPC chat. They don't advance in the quest. :papyrus:
Did anyone find a fix?
I'm having the same problem. They are not in the same room and they keep saying to come back latter. It's been at least two weeks now. The count teleported one time in a dungeon not related to the quest.

Same but they were once in same room too.

It is as Overlord Lucius says. Talking to the count does not fix it. I gave him three full days to grieve. When I returned to the castle, he came out in the courtyard--in broad daylight and was smoking like a cooked brisket--to tell me to leave him alone. I walked past him to the interior and spoke to his steward. Thankfully, she went outside and made him come back inside so he stopped burning alive. That's when he finally spoke to me. You need to talk to the steward. Ignore the count. If he starts walking towards you while they're both in the same room, try to leave the room and see if he won't come with you just to tell you to shove off. It seems to help if they're not in the same room at all.
