This guy wont come out of the imperial guard quarters door in the imperial palace. + the door requires a key you cannot get...... what are they doing in there?!?

If the problem is still the same, then just go to the right when entering this building, go to the second floor, there will be one guard and there will be a room on the left, unlock it and jump to him, drink a health potion before falling. Or activate a health potion right before hitting the floor.. I'm thinking of figuring it out myself.

i actually ended up just stumbling into him right when i walked into the imperial palace after i was out doing a bunch of other missions and came back to check on him.... it seems like he didnt want to come out when i was just waiting inside the imperial palace
