How to De-Level?
The leveling is way too fast. I have two mods installed tos low it and it's still way too fast. I am level 10- and enemy scaling groups stop scaling at level 25- and have literally only

-Wandered the imperial city
-Done 3 or 4 Sidequests
-Been to 4 caves
-Been to Aleswell, Bruma, and Weye
-Joined the Thieves Guild
-Gotten one Mages Guild recommendation

That's it. That's all I've done and I'm level 10. I should be, like. Level 4. 5 if I'm lucky.

Is there an easy way to de-level with console commands? Do I have to do the math and lower points or can I just knock myself down a few pegs?

The scaling is always broken. You do side mission here and there. Hit level 18 and suddenly bandits are using ebony weapons. They should drag lvl 25 scaling to 35 or even 40 and 18 to level 25 instead. It always been the problem. I saw people already start putting out level scaling mod.
Here, there is a mod fixing leveling:

Have the same problem. Was lvl 20 after doing the mages guild, kinda ruined the experience for me when everyone wears glass armor when i find the starting armors to be cooler.

Don't sleep, or go to jail. Leveling is a bad idea until you are looking at specific gear. You can max all skills at level 1 as long as you never sleep.

I max sneak before even leaving the cell you create your character in, sneak, acrobatics and block in tutorial, and am usually 25ish in athletics, and 25ish in smithing before I even leave the sewer, go directly to abandoned shack on waterfront and usually hit level 17 before I even start a single quest. That is when master alchemy tools spawn in.

Leveling to fast isn't a issue. The issue is trying to kill the first enemy with ♥♥♥♥ all for combat skills.

i think if it is the similar console commands to skyrim maybe 'setlevel' click on your player and set a number like 2 and should set you back to level 2 maybe. worth a try if that is what you want.
Make custom class, put all magic skills as major skills. Chose two attributes that have to do with magic. Slowleveler done.

.. simple.. New Game+ ¯\_(ツ)_/¯ 🤭..
No seriously, in such games tis wise to repetitively save .. save again, Level / picklock .. Reset = Load previous Game Save .. And repeat 🤭

That sounds strangely fast. I've done the main quest line to the point I've spoken to Jeuffrey, done two mage guild recommendations, joined the thieves guild and done the tax quest. Done a few side quests, some exploring of a few towns and popped into a few caves and forts. I've skilled up my speech craft and alchemy a fair bit, and dipped into some magic skills even though it's not my focus, as well as been keeping up with major skills like marksmanship etc. On top of that, I'm playing by my own survival ruleset, part of which includes me sleeping each night and no fast travel. I'm only level 8
Just don't go to sleep.

You can gather like 10 lvl-ups, but while going to sleep you only ever increase one lvl.

Being in jail for a lenghty time reduces your skill lvl.

That's about it, anything else maybe mods will help you out.
does downlevlinjg with console command have any know side effects? what happens to your attributes?

id also like to delevel, since i hate bandits in dedric armor, that just makes no sence, back then stayed on lv5 for most of my playthrought just for astectic reasons but since i somehow thought things might have changed i leveld up and now everybody is running around with glas/ebony/deadric armor what looks just so stupid

The only real way to slow it down would be to make the skills you use most often to be your Minor skills and the skills you use the least frequently to be your Major skills. It'll slow you down but it also becomes annoying to level.

But I also want to say, I agree leveling in this game was way too fast. Especially the low levels. I roughly did the same as you did, minus the Side quests, Joined Thieves Guild, and only did like 2 caves and I was level 17.

The other issue is that higher level is more difficult than it would be in most other Elder Scrolls games.

Prison would be the only way to bring your Stats down, but I don't think it de-levels you. It just lowers your stats, which will allow you level up more. I never had myself de-level due to skills being reduced... but thats also not saying it couldn't happen.
First world problems right here.
This is the result of forcing us to level from minor skills as well as major. The game wasn't originally built that way, so naturally changing that makes us level up way too fast. And as noted above, NPCs will not survive the main quest line if you are high level when you do the last few quests. You can probably use the console to make them essential, though, if you don't mind losing the achievements. As for actually reducing your player level, there is no in game way to do that. You might be able to do it with the console, but I don't know if that affects the enemies, or if they go off your previously unaltered level. Going to jail only reduces the level of your skills, not your character, allowing you to level up those skills a second time.

no actually losing skills in prison makes you level even more and faster lol

You could level up via your minor skills in t he original as well.

I forget the ratio but it's something like this: Every 15 Levels of Major Skills gave you a Level, 25 Levels of Minor skills gives you a level. And any combination of those two can equal a level. This is LEGIT how it has always worked.
