All skills level you up now. And all skills level up faster than they used to. The base leveling speed is too fast, regardless of any other factors. This is an extremely common complaint. I am not asking for your (outdated, inaccurate) advice on picking major/minor skills. I am asking how to de-level.
This is also not an answer as you continue to level skills in the background. The very next time you sleep you will simply get all the levels you had built up.

I'm always reminded of my friends that says "I didn't even learn I could level up until after I beat the game. It was so easy." Of course it was easy. Their enemies were all level 1-3 while they were basically running around as a level 30-40.
Went from lvl 6 to lvl 14 1 lvl at the time.
If you really need to de level for whatever reason player.setlevel should be the console command. Never tried it in remaster since its disable achievement.
I personally found leveling was a tad fast for me too. There is a mod on nexus that lets you slow down leveling or, if required speed it up. I personally am trying 0.5x speed. But there is slower on there too. There is 0.75, 0.25, and a really silly one at like 0.01 or something
I'm sure if you search for slower levelling mod, you can find it. Not sure i will be allowed to link it for you.
Also, you can change it up during mid play. I found 0.75 wasn't slow enough and switched to 0.5 and had no issues.
I don't use console commands but a quick google search will give you some commands to use. The mentioned player.setlevel is listed or you could just go god mode then the level scaling wouldn't matter.
