Aid to Bruma Quest is Broken can't complete story
I get to lyawiin to the close oblivion gate, speak to the count go to marker nothing appeared not even the gates or guards, i then teleport to another city and go back to Lyawiin the gate now appears but no one on the marker, i close the gate and it still doesn't advance the quest line.

Just experienced similar issue. Count seems to think the gate is still there. There's probably a way to advance the quest via console but haven't looked yet
Turns out there are supposed to be two gates it seems but one of them hasn't spawned for me.

Are there any other gates near Leyawiin? Try to close them as well and see if the count acknowledges it. You should also be able to just go on with the main quest and ignore Leyawiin, as the quest is optional and Leyawiin is sending only one soldier anyway. He'll be replaced by a (weaker) soldier from Bruma.
I had the gate there spawn well before it was supposed to spawn; I haven't done the quest that supposed to trigger the city oblivion gates to spawn. I checked on the wiki and it was the location and layout for the one that spawns for the Aid for Bruma quest and I ahve not done the Dagon Shrine quest on that character.

On top of that every time I closed the gate it would spawn me inside of a boulder unable to escape without console commands. I tried it three times and it was consistent.

That gate in general just seems really bugged and I'm curious to see later if I managed to softlock that character in the future by doing it.

Yeah that gate is really broken, i had to do another quest else where and reload the area several times to spawn the second gate
You need to go to the gate with the dead painted house near it, that one is the defaulted gate for the quest. The other one is over the water so it’s not for some reason.

It's also worth noting than in the city I got all the dialogue from NPCs like I did it during Aid for Bruma. I'm wondering if being in the middle of that quest on another character somehow messed up the quest flags like how multiple save files on Dragon's Dogma break some of the games mechanics.

No idea if it will help, but modders have released the Unofficial Oblivion Remastered patch. I've noticed a few bugs have been fixed by it. Maybe loading an autosave before the issue happened and resuming with the Unofficial Patch installed might help?
You don't need to do aid for bruma to finish the story. It's just optional for extra recruitment (meaning 2 extra soldiers).

Cool. I never finished the main quest when I played the original so I was worried that save was ruined. It would have sucked because I found some good stuff in that gate.
