game is so EMPTY !!! (npc, animals, creatures, random events)
ive wandered this amazing graphical Oblivion's landscape for 4H yesterday (playing for 20H now since purchase) and came across 1 wolf and 1 troll as i visited 3 caves - one with 5 bandits, another with half dozen ghost & skeletons and the 3rd cave with only 4 goblins.

OMG even towns, are so empty with a dozen NPC, which half dont interact with you... i hear the voices and the bird chirping and maybe even a dog bark (?) although i never saw 1 single pet roaming around... where are the crafting houses !?

imagine my shock coming from Skyrim !!!

towns are bubbling and noisy with guards (*), crafting NPC, merchants, young, old, kids, dogs (no cats, hmm?) and the landscape of skyrim was crawling with foxes and rabbits sprinting by me, i was attacked by wolfs, bears, spiders, rats, wasps, watching eagles in the skies, soldiers taking prisoners from both factions telling you to join their cause, selling merchants, farmers with cows, giants, trolls, some escorted monarch on horse, evil wizard trying to steal my soul or sacrifice me, thiefs mugging me... and the pesty corrier guy finding me in most random and unacessible places LOL as im chasing those dragons!

HELP - i need mods to fill this void, please !

NOTE ----- whats up with the Guards when tresspassing or stealing, murdering... they are not even in sight or watching me (stealth eye-symbol closed) and they jump on you inside the house, like IN YOUR FACE monologue, out of freaking nowhere, like i was steath entering a house at night no guards outside and BOOM im under arrest - WTH ?!

indeed, Oblivion is older than Skyrim but since they Remastered it recently (after skyrim and ESO came out successfully) why not pick up the good parts of those and implement into this game, no? sigh...

any Mods out there to populate the game?

That's the experience for lvl1-5, go do some questing like you're supposed to do. More you lvl more you're going to encounter.
this was the same with og oblivion. BUT it was impressive, that the npcs where talking to each other.

Its like a open world 2006 game isn't perfect. OMG someone call the police.

There wasn't anything like what morrowind/oblivion was at the time.

The definition of remaster be looking like a deflated balloon right now. Call it old, call it ancient, call it whatever you want.

It was remastered this year by the developers who made the original.

We may have paid the price to experience nostalgia and avoid fomo, but the damage has been done to the reputation of what a remaster could be. The bar is set very very low. Running it on UE5 is a huge risk, and it's going to take months and months for patches to finally make it feel like a remaster now. Even worse, the game hasn't been patched in awhile. The game is in trouble, and now microsoft needs to keep throwing money at it to keep it afloat. Do you really think that 4 million copies is a lot for them? No, it's not.

I take it the OP does not know they where buying a remaster of a game originally designed to run on a mid end 2006 PC. The size and number of NPCs in town reflect the times it was designed in I'm getting more encounters in the wild than you though, a wolf seems to attack me every few minutes.

You summed it up well. The game is empty and boring.
This was the most a game ever had at the time, 6v6 npc's during the battle of bruma was mindblowing and lagged xbox 360's around the world.
every npc is kinda unique tho (not counting guards)

What are you going on about, can you explain what definition of remaster you are using to start with?

The game has had a massive graphics overhaul shifting rendering into the cutting edge UE5, they've done a good job though managed to keep the fugly look of the characters although now at much higher fidelity.

They have keeps the original game otherwise mostly intact but tweaked a few things like leveling.

What more would you expect of a remaster, point to one remaster that has changed more about the original, most Remasters have done in fact a lot less.

I expect a remake or a new game to be more, but I expect a remaster to be thebold game with updated graphics and maybe a few tweaks that runs on today's hardware and software. That's what I got and I'm enjoying it.

If they presented this as TES6 I'd be more than disappointed but as a TES4 remaster it's great and I don't regret buying it at all.

I would agree that a remaster like this is aimed a nostalgia and at those of us who played the original their are better open world RPG games today, but Oblion is still fun.

You seem to have been expecting a remaster of Oblivion to be TES6 or something.

Emptier world makes way more sense that Skyrim where there's a horde of bandits behind every rock. A world like Skyrim would be completely unlivable.

right.... because skyrim was any different? skyrim is widely regarded as the most detracted release in the series.

A simple answer? Game is 2006 remaster (don't mix it up with remake, totally different product)

This was great back then. Why do you compare it to a 2025 game i have no clue.

Horizon Zero Dawn remaster increased NPC counts.
