GPU crash dump fix (AMD RX 9070 XT)
I did 20 things and nothing worked. This is what did it for me :

A. Clean driver slate : Safe-boot ➔ run DDU (AMD, “Clean & Restart”) ➔ install Adrenalin 25.3.2 WHQL with Factory Reset (overlay disabled) and block Windows driver updates.

B. Purge shader caches : Disk Cleanup ► DirectX Shader Cache; PowerShell (admin) ➔ remove
%LOCALAPPDATA%\UnrealEngine\*\* • %LOCALAPPDATA%\OblivionRemastered\Saved\*\* • %LOCALAPPDATA%\AMD\DxCache\* • %LOCALAPPDATA%\AMD\GLCache\*.

C. Trash temp files : delete everything inside %TEMP% and C:\Windows\Prefetch.

D. Strip NV Streamline DLLs : delete every sl.* file in
…\Engine\Plugins\Marketplace\nvidia\DLSS\Streamline\Binaries\ThirdParty\Win64\.

E. Harden game EXE :
 • Properties ► Compatibility ► ✔ Run as administrator & ✔ Disable fullscreen optimisations.
 • Change high DPI settings ► ✔ Override → Application.
 • Windows Security ► Exploit protection ► Program settings ► add EXE ► Control-flow guard = Off.

F. Kill MPO & HAGS :
 • Registry (HKLM\SOFTWARE\Microsoft\Windows\Dwm) ► DWORD OverlayTestMode = 5.
 • Settings ► System ► Display ► Graphics ► Hardware-accelerated GPU scheduling = Off.

G. Disable VRR : Settings ► System ► Display ► un-tick Variable Refresh Rate (or turn off FreeSync in monitor OSD).

H. Apply engine tweaks (Download Ultimate Engine Tweaks from Nexus mods) : copy “Ultimate Engine Tweaks” Engine.ini to
%LOCALAPPDATA%\OblivionRemastered\Saved\Config\Windows\.

I. Tame Adrenalin : Anti-Lag+, Boost, Chill, Enhanced Sync Off; Record/Stream Off; FRTC cap 60 FPS.

J. In-game switches : Reflex/Low-Latency Off, FSR 3 Frame-Gen Off, V-Sync Off, Hardware RT Off; respect external FPS cap.

K. Run the game exe directly in the root folder as admin

Result : RX 9070 XT system now runs Oblivion Remastered for 1 hour + (before it crashed 100% of the time when I would open the map or loot) without the Win64-Shipping ▸ kernel32 ▸ ntdll crash.

This thing looks annoying af, if I ever crash for some unknown reason, I'll consider it.
I have 9070xt too and I havent had a single bsod since I got it, try undervolting yours
