Slaughter fish do not exist?
Searched all water around Imperial City and no Slaughter Fish exist

yeah they seem exceedingly rare. the quest to get 12 scales is ridiculous

Just fast travel to the Imperial Sewers. There are always 2-3 of them swimming between it and Vilverin. I get attacked by them every single time I go there.

Also, Fort Magia which is on the road between the City and south of it on the east side of the river has quite a few of them in there. It has ghosts and a bunch of water IIRC (I think that's the Fort I'm thinking of), and probably 5-6 fish in there too.

They do exist. Roll down past Leyawiin. I got jumped by a few when I swam in that river. They're also much larger than I remember.

I had that issue too. Never a fish around when you’re looking. I saved the game buy the water then did a reload and suddenly they started appearing. Also it helps to have the quest set as active and head to the green markers after loading.

I found one. Then gave up, after swimming around for probably 20 minutes and never seeing another one.
you can actually often spot them even from outside the water, because they often produce rings and bubbles on the surface. also, sometimes they get bugged, and spawn on land at the riverbanks near the river.

I've found a couple in IC sewers flopping about above the water and some in the river just outside it

For me they were on the shore outside the quest area. They don't show up as red dots because they don't notice your character and don't get tagged as enemies(Even though they are).

Walk around the shore area in a big circle and you'll start to find them. For me there was only like 3 of them in the actual water itself for the quest to get 12x scales.
Follow the green arrows, then literally look around withing like a mile radius for the fish. It is there, but it's probably not anywhere near the arrow. I've seen them literally flapping around on shore like 100 feet away from the arrow.
There's actually a whole bunch, but in Bethesda fashion it seems their spawning is a bit broken. Stick solely to the edge of the water, along the bank. They tend to spawn there, but get stuck on the shallow water
