"Corruption and Conscience" Buggy?

I can't finish the quest "Corruption and Conscience" because Garrus does not show up.
According to the Quest marker, he should meet me in Cheydinhal Bridge Inn but never shoes up, and the marker from outside and inside the inn points at the doors.
Has anyone had this problem, knows how to solve it?

hey so the only fix ive had work is to load to before i talked to garrus about the note then wait for him to go somewhere else before telling him about the note. in my game he was right outside the guys door trying to access a guard quarters door and i talked to him there at first and got the same bug. if you are past wanting to reload i would hazard a guess he might not have access to the door on the right as you enter that guard building and could be stuck inside might be worth making sure its unlocked then wait and see if he leaves. best of luck man.

I had this issue on Game Pass. I kept leaving and coming back to the barracks, whilst passing time. Eventually, I entered the room with noone in there to watch me pick the lock. When I opened the door, there were 3 NPCs trapped inside. I had to kind of push them out my walking into them.

This is ♥♥♥♥♥♥♥♥, the bugs have been known since the original game's release, they could have fixed this kind of ♥♥♥♥♥♥ bug.

I have the same bug.... I gave him the evidence at night and waited two hours right next to him and then he never showed up at the inn. The only fixed I read were to reload the game to a point bevor you give him the evidence or to search a fish you need later in this quest but I didn't tried that out yet.

I resolved it by reloading a earlier save, talked to Garrus during the day, and once exited the castle, waited the 2 hours, as i entered the inn, he was inside.
