Is Deluxe Edition content obtainable in the base game or is it only in the Deluxe Edition?

As the title says.
I was wondering if the Deluxe Edtion content is just given to the player earlier or through easier means, or is it exclusive to the Deluxe Edition only?

Sorry if this question has already been answered before, I didn't find anything like it.

Deluxe Edition content.

- New quests for unique digital Akatosh and Mehrunes Dagon Armors, Weapons, and Horse Armor Sets

- Shivering Isles and Knights of the Nine story expansions

- Additional downloadable content: Fighter’s Stronghold, Spell Tomes, Vile Lair, Mehrune’s Razor, The Thieves Den, Wizard’s Tower, The Orrery, and Horse Armor Pack

All dlc are already in the base game. (most, as i cant see the wizard tower) You are only getting some quests from 2 of the gods/statues for weapons and armour as new dlc from the Deluxe Edition.

The standard edition is the OG Game of the Year edition and the deluxe edition has the new content.

Frostcrag is the wizards tower. The other three player bases are Battlehorn Castle for the warriors, Thieves Den for the thieves and Vile Lair for vampires.
