All bugs and glitches are present still like the original
I get random sounds all the time like random distant screams or yells
A whooshing sound similar to electric
And NPC'S that have quests tend to get stuck a lot just like the original
Please take your issues else where. THe OP has a hardware issue that is well known across hundreds of titles. Crackling and popping audio is caused by signal bleed, and has zero to do with games design.

Open up Windows file explorer and paste this in the address bar: %UserProfile%\Documents\My Games\Oblivion Remastered\Saved\Config\Windows
When you're in this folder, look for engine.ini and open that with a text editor like Notepad. There you should add this:
[/script/engine.audiosettings]
PlatformHeadroomDB=6 ; Increased to prevent audio clipping
If you're lucky, this will fix it. It's at least worth a try.

but yes it exists in tesiv remaster for me, i did not notice it for the first maybe 10~ hours i would say, i believe it was not there before as it is very noticeable.
i have a rx9070 and i am actual convinced it is related to this gpu or some feature i was using or some kind of interference or something, as i only noticed it since getting it, but that could also just be a coincidence.
if you tell me you are using amd gpu then well i might think differently.
For the record: the sounds you are hearing is SFX for actors that just entered render distance being played at max volume for some reason.
the woosh sound is torches being lit by guards and the like, the popping is bandit archers drawing and sheathing their bows as they render in, and for me now i'm getting splashing noises from slaughterfish rendering in the lakes. The world is starting to become quite noisy and hopefully a fix is found.
I'm using a 3080 so I don't think it's amd gpu related.
