arena is not ready bug ?

i try to fight in the arena but Owyn says than the arena fights are only between 9am and 9pm , i tried to sleep many days and try every day between 9am and 9pm but he keeps saying than the arena is not ready , anyone knows if its a bug ?

arena worked fine for me.

i fixed the bug !! i took a swing at owyn then ran away outside paid the fine fast traveled back and it let me continue!!

Did you steal the gold out of the box by the door? I did and that's when the arena seems to have stopped working for me.

Had the bug, when I wear my arena garment he won't let me fight, but when I take it off it works. Weird guy.

Hey guys hope im not too late, i found a fix that i believe only works for PC as you need to use console commands open commands and copy and paste this :
set "127670".WearingArmor to 1

im sure someone infinitely smarter than myself will find a fix for xbox and PS but as of now im not sure and i do apologise.
