Difficulty setting issues? solution
stop leveling up to 25 and you won't see bandits in daedric. lmfao

you don't have to spend your level-ups and aren't forced too, stop complaining.

unlike skyrim the player character doesn't have the destiny of a god who can just yell at all their problems and romance vampires.

I like the difficulty setting. Adept is really tough. In Skyrim adept was easy, in this game some of the fights are a real battle on adept and I've died a few times on it, Getting higher levels means better armor etc but you have to have high combat or magic skills. Easy is too easy, adept is a challenge, I can't imagine legendary difficulty

"you see, you don't actually play the game as an rpg and advance your character, you're supposed to play it as banjo kazooie and run around forever killing imps and rats with an iron sword. Now THAT'S some refined rpg gameplay."

maybe i like being 1 shot by rats... ever think about that?

but in all seriousness, level 15 is very acceptable. orcish, mithril and dwarven are distributed.
you should have 100 in a attribute at this point ex. 100 INT for a mage

You could limit yourself as a workaround for the game's broken scaling system or... they could have fixed it since they were already modifying the leveling. Oblivion's scaling was always broken; you should never be punished for leveling up.

This was always the game's number 1 problem. Very disappointed they didn't do something about it, just as an option at least.

there is no punishment, it keeps a challenge no matter your level which is something skyrim AND morrowind both lacked at high levels

odd because im level 28 and i still encounter wolves and bears often, and bandits are in dwarven and glass. No daedric yet, only some ebony.

playing on Master
i for one think level scaling is great. Keeps things alive and recycles game areas entirely. When youre playing on master the slight changes to environment in terms of enemies and strength drastically dictate decision making.

Just gotta have the potions and utility beforehand or youre stuck
Just git gud gear. 85 armor and 100% magic resist can help a lot. No need to gimp your character.

Something is wrong here, because once you hit 20, you should never see dwarven again. You should be seeing Glass, Ebony, the stronger Elven tier gear, and Daedric. at an even distribution. You animals are going to be based on terrain. Timer Wolf is the highest tier creature you'll encounter in valleys and hills, while brown bears will be roaming forests and mountains. So you should have some areas that still have wolves and some areas that have switched to bears.

That is, unless they've changed the level tables, which seems unlikely, but maybe they felt the world would be more engaging if it was different.

i'm on master, wearing Ciirta's robes, literally have 0 armor rating. game is still ezpz and works at intended. just learn to make a build that isn't from skyrim and you'll be fine

solution is learn to play other RPG's besides skyrim and challenge yourself
also these are just text/settings edits, not mods. i can easily open the construction set for any elder scrolls and do the same thing.
