Report a translation problem
You do get idle NPCs. But if you wait long enough they start moving. The game seems to be behaving pretty much like old Oblivion.
Fair enough.
I did notice though, after I posted this, that after launching the game again (not just loading my save) the NPCs I was complaining about started wandering about, having conversations or performing animations while sitting such as eating. Specifically, the NPCs at the camp before Kvatch.
I'm still unsure what's causing the issue where suddenly they won't do anything and are just standing, doing absolutely nothing. A bit annoying that to fix it when it happens is to restart the game.
