I thought I had this, make sure you switch to the active quest (In my case, that was Arrow of extraction) when it is triggered

I'm stuck here as well, tried a bunch of different things but nothing seems to do the trick :(
Found the solution: commit a crime and pay the bounty, that will trigger Amusei to find you
I had no issues at all. :/

Simply parked my char at the Waterfront houses (where you also meet Armande) and just used the "Waiting"-function.

I switched it to 24 hrs and I didn't even have to wait the whole amount.
At some point the waiting will be interrupted and Amusei speaks to your char. :D

I've just completed the heist and coming out back in the imperial city triggered a neverending battle mode.
I fled to Bravil and jumped out of the dialogue range of the guards there (they immediately wanted to catch my char), to finally access S'Krivva home.
She was there luckily and I was able to get rid of my bounty.

Well... I had to GO back the whole way from Bravil to the imperial city, as the battle mode did not get erased as soon as I lost my bounty.

Only when I reached the Grey Fox in Elven Garden of the imperial city and progressed further in the quest the combat music stopped. :wellok:
Go to an Inn at the city and try sleeping more than 12hrs. That worked for me.

I have been going insane because of this bug for two days, until I tried this & it worked. Thank you so much, so many of the answers on Google just didn't work.

For anyone else finding this thread: I was at the stage of Independent Thievery where I've fenced 700 Gold and I was waiting on a quest (it was Arrow of Extrication that wouldn't start in this case). Amusei was bugged & wouldn't seek me out despite waiting more than two weeks in every city. I looked in the Leyawiin Castle Dungeon cells & checked every beggar's sleeping roll in Leyawiin, I looked in the Skingrad Castle Dungeon (including where you find Amusei during the Pale Lady) & checked every beggar's sleeping roll in Skingrad, I went into every single house on the Waterfront and alternated between sleeping in Amusei's bedroll & waiting on the Waterfront 24h at a time. I even looked in Dareloth's house in case he was somehow there early. I was starting to think the Thieves' Guild questlines was just permabugged, which would be devastating because it's my favourite questline.

Following your advice & paying off a bounty (in my case it was in the Imperial City, I assaulted a guard in the Waterfront) instantly spawned Amusei on top of me & started Arrow of Extrication as soon as he talked to me. Finally got past the bugged 700 gold stage of Independent Thievery, and if it bugs this way again for later quests I'll try the same thing. Thank you.
