If you mean Martin, you'll find him eventually in Kvatch. If you finished that part of the quest within the city, you'll find Martin with the other survivors in the camp at the base of the hill.

Go back to the camp where the survivors are, then go to the map and fast travel to Kvatch and you’ll find him standing in the middle of the camp.
