So I literally just figured this out today but I can try to explain the best I can.
The first thing you need is an Altar of Spellmaking. There's one in the Arcane University in the capital, but I think you have to join the Mages Guild to get access to it. I think there's also a way to put one in a player house but I'm not sure about that.
Then you can use the Altar to craft custom spells based on the spells you already know. There you can customize things like duration, magnitude, and area of effect. Then you give the custom spell and name and you're done. Oh and it costs money too but its not too bad if you have some saved up.

The player house is Frostcrag Spire. It also has an enchanting table as well as an Atronarch summoning table, alchemy garden with tons of respawning (after 3 days) ingredients, and such.
It's to the East of Bruma, high up in the Jerall Mountains. Just keep looking up, it's a giant spire, really can't miss it when you're within a mile or two around it.
You need to buy the candles for the enchanting table and spellmaking table though, the High Elf Lady in the Mystic Emporium in the Imperial City Market District sells them and other upgrades for the home. The quest for the player home you get upon reaching it should point you towards her.
I believe the cost of the candles was around 3K gold each, upgrades were 2K.
The Alchemy Lab upgrade in particular can also help you if you're doing any build focusing on it, as it gives you a 15 point buff to your skill when near the lab.
