Terrible fuzzyness on vegetation

Ok I have a pretty old rig (2070 super, i7-8700K), but no matter if I set preset to low or ultra, lumen to low or high, I always see this fuzzy, noisy effect on all the grass, trees, leaves, and also on rocks that reflect light. I've read this is called lumen noise. Is there any way to disable this? Like with chromatic aberration for examples, which is a horrible effect in games but thankfully mostly it can be turned off.
