Hiccups/Stutter every few yards?
Game runs great, I get good frames and all that most of the time playing on 4K but when exploring and running about Ill get hiccups/stutters pretty regularly and some FPS drops. Any fixes or things I can do to stop this? Tried playing in 1920/1080 but it looked weird and played / felt weird or different hard to explain

Do you have Software or Hardware Lumen enabled?

I downloaded a mod from Nexus. Fixed almost all of the random stutter issues I had before. It's called "ultimate engine tweaks", and doesn't degrade the graphics from what I can tell.

It's either SW or HW. Look in your settings. HW can cause stuttering.

download Ultimate Engine Tweaks from nexus mods again

I found the problem! Vortex is messing up the plugin.txt file. After restoring the file to the original load order of the base ESP, there were no more issues. So Uninstall all the mods in Vortex. Then delete all the lines in the plugins.txt file and copy in the original load order. After that, you can reinstall the mods through Vortex without any issues.

The correct load order is as follows

Oblivion.esm
DLCBattlehornCastle.esp
DLCFrostcrag.esp
DLCHorseArmor.esp
DLCMehrunesRazor.esp
DLCOrrery.esp
DLCShiveringIsles.esp
DLCSpellTomes.esp
DLCThievesDen.esp
DLCVileLair.esp
Knights.esp
AltarESPMain.esp
AltarDeluxe.esp
AltarESPLocal.esp

Already tried that just made me crash on start up. Had to re verify / install files not trying to waste all that time again. Whats more I dont think you even need to use the vortex manager as its just a ini file replacement
is it installed on a SDD? put settings on FSR balanced
I have a I5-9400 CPU and using Gforce GTX 1660 Super,

I can play this game with the only issue being the first time I load into the open world, that loading screen takes about 20 seconds. Besides that, Play the game on low. It looks fine. It plays fine. My rig is really ancient.

I had the same issue. Outside of cities and dungeons, I experience a lot of stuttering, even when running at over 100 FPS. I have a 4070 Super and tried the Nexus Ultimate Engine tweaks, but they made things worse, drastically dropping my FPS while exploring the open world
