I hate, hate, hate lockpicking in this version
I just cannot get lockpicking in this game. I was fine with Skyrim V, Fallout 4, even ESO but I've blown through 100 lock picks and still can't get in to Agarmir's house. This game is just plain smarter than me.

It's definitely harder than Skyrim but it's still pretty easy. It's just a timing mini-game. If you're struggling then it's time to go practice with some reaction speed games!

Pro-tip, you can wiggle multiple times and the way the pin falls are the same, learn the cycle of the pins and click when the pin stays a little bit before falling.

Also if you are a spellcaster, theres spells for opening locks.

Yeah, if you didn't experience the original, it can be a pain to deal with. It's definitely not the best lock-picking system to ever be made, which is why they dumped it in the first place. However, this version stays pretty true to the original... feels oddly more squishy for me, though, like there is an input latency issue with it. Anyway... it's quirky, but it is what it always has been. You'll get used to it as you play.
Try to hit the button just a moment before it hits the top (so that you anticipate, instead of wait for it to "stick"). You'll have to practice a bit to get the timing right - I'm not doing it flawlessly yet either - but it's doable.

In the beginning it's a lot harder, but it'll get easier. I had the same issue as you with Argarmir's house and only 5 lockpicks ;) you're just starting out, once you've played for a while you've had practice!

Never liked it either, but at least there are alternatives (auto try and alteration open spells). Starfield's, which was also annoying, had less alternatives.
If you really hate lockpicking in Oblivion like I do, use spells for opening locks. Spells are from Alteration school, so look for people in guilds or shops who sell those spells. You will need to work on raising your Alteration skill level to open the hard locks. I can open very easy and easy locks with lockpicks, but the rest is ugh... Also, if you have trouble finding where to buy these spells google it. Oblivion wiki has detailed guide for everything.

The lock picking is a bit tricky but you need to try and notice and click when the tumbler is moving up slightly slower than "usual" You could also rush the Daedric Quest to get the Skeleton Key and just spam forcing the lock until you succeed. spoiler for the quest below if you are interested

You need to be level 10 and you find Nocturnal's Shrine which is north of Leyawiin just past Blankenmarch, you can get a map marker for the shrine from Alves Uvenim in the Leyawiin mages guild, talk to people in town asking about Leyawiin and you should be lead to some thieves, ease drop on them to get info about Tidewater cave which is south east of Leyawiin on the coast of Topal Bay.

Bounce the pin until it goes up slowly, that's when you've got a nice long window to lock it in place.

I usually knock the pin up once to get the feel then again to unlock, you want to time it as it completely slows at the top. Its pretty easy
"Even ESO" lol ESO has the easiest lockpicking i've ever seen in any game

I never had trouble with anyone catching me. I played original Oblivion and broke in to houses. chests with spells and never had problems. Are you saying that people were actually caught because of the sound?
you will always get a very slow moving tumbler at some point, just keep tapping them until you see it move slowly, repeat that a few times until you figure out what the slowest moving one is, then you'll never miss as long as you tap and wait for the slow one

Yes, I thought it was in Oblivion that the spell is loud and very visual - and therefore draws attention. Might be only Morrowind then? This is all from memory though, so, I might be mistaken.
