Saveri Faram doesn't spawn

I killed Jearl, but Saveri Faram doesn't spawn so I can't proceed with the game. I checked the basement the area outside. I also paid the beggar to mention someone is still in the house and talked to Ongar the World-Weary but she still wont spawn. I even did the 'prid 00036287' then 'kill' command and not only did it cost me the ability gain achievements it also doesn't work. Its amazing that this game is more broken than the original and they punish you for using the work arounds then break the workarounds too.

Yeah, You're now softlocked out of the main quest. Encountering this myself. There is no way to get her to spawn. We got Todd'd. I've also been softlocked out of about 50% of the rest of the quests in the game due to NPC's failing to spawn, or seemingly exist at all.

After killing Jearl and reporting to the commander guy and Jeaffre, go to Jearl's house and wait between 10AM-2PM. She'll be there. Reload a save if you have to.

Another game breaking bug that was patched out years ago by fans?

She is there between 10-2pm. not at night time. Try that

I can approve that she is in the Jearl's house after 10 AM

I tried going back between 10AM and 2PM, she wasn't there. I had to reload a save from 4 hours before because all my auto saves and
quicksaves were after I killed her freind.

Stand at the Hestra Rune Stone, behind the city and wait 24 hours. You should end up getting attacked by her visiting the stone.
